Foundational Services

The Illinois Association of Regional Superintendents of Schools' (IARSS') website includes continually updated professional development training materials for ISBE Foundational Services. Foundational services consist of high-quality, ISBE-developed and approved professional development for all school districts in the following key ISBE topics areas:

  • Balanced assessment
  • Continuous improvement
  • English language arts
  • Family engagement
  • Mathematics
  • Science
  • Teacher evaluation

ISBE Foundational Services are provided by trainers from Regional Offices of Education and Intermediate Service Centers (ROEs/ISCs) at no charge to school districts.

This program is fully funded by the U.S. Department of Education through a grant supporting ISBE Statewide System of Support services. Partners for Foundational Services include ISBE, Illinois CSI, IARSS, and the Illinois Principals' Association (IPA) through Ed Leader's Network (ELN).

Click here to reach the home page of the seven Foundational content areas. Click on each individual content area to see the materials and training available from your ROEs/ISCs. Each content area page includes:

  • An updated Foundational Services presentation
  • Color infographic tying all seven Foundational Services content areas together to the pillars of Foundational Services
  • One page informational sheets for each individual content area
  • Pre and post formative assessments for each training session
  • Continuously updated materials

The Continuous Improvement Plan (CIP) webpage at IARSS includes all seven content area informational sheets listed under Informal Needs Assessment.

Districts interested in attending Foundational Services training sessions or participating in an informal needs assessment can contact their local ROE/ISC. For more information about Foundational Services, contact Suzy Dees, ISBE Foundational Services Administrator, at or 309-825-4896.
